I think this name is a bit misleading.  Shouldn't the work "sync" be in there
somewhere?

It is; it's a browser_sync::OpenTabsUIDelegate. Perhaps you didn't notice from
this file alone, but I think it reads well at the callsites right now and adding
Sync would be redundant..
