David, kindly review this small change to the EV whitelist unpacking code.

It's covered by unit tests which are still green.

lgtm. I suppose this'll break if the whitelist gets down to zero. But then you
can just delete this code anyway.

We could always upload a whitelist with a single hash that doesn't correspond to
any EV cert.
