Using sequence<KeyUsage> in WebCrypto IDL files rather than KeyUsage[]

As per specs https://dvcs.w3.org/hg/webcrypto-api/raw-file/tip/spec/Overview.html#dfn-SubtleCrypto
we should use sequence<KeyUsage> instead of KeyUsage[] and DOMString[].
