Remove old crazy comment + fixme

Things that make you go 'WAT.' This comment was added in the patch
that split RenderBoxModelObject out of RenderBox --
eb6efbfaa79de8624ce72ad4e26ef0d3f808650e -- without any additional
explanation. I don't think it's helping anyone.

While poorly worded that comment makes perfect sense to me. As long as we
support image maps we probably should fix it to return the right parent.

might as well remove it. It's not like a lot of new content depend on the
behavior or even use image maps.

Sorry to kill the WATness somewhat, but this at least used to be a valid FIXME.
MSIE does fancy stuff with MAP/AREA and offsetParent, according to
https://bugzilla.mozilla.org/show_bug.cgi?id=123341 . That's a very old bug
report, though, and a spec has been written since:
http://www.w3.org/TR/cssom-view/

The spec doesn't mention anything special about AREA / MAP, so there's no need
to keep the FIXME.

I just looked up that moz bug, too. 2002! :D

FWIW, I don't expect anyone to work on fixing area/map anytime soon.
