I wonder why you need a SerializedScriptValueInternal namespace. Can we just
rename:

- Writer => SerializedScriptValueWriter
- WriterForModules => SerializedScriptValueWriterForModules
- Reader => SerializedScriptValueReader
- ReaderForModules => SerializedScriptValueReaderForModules
