Similar to the frameNavigation test expectations, I've done local testing and
these tests don't seem to flake anymore.

(I've left a timeouts expectation for one test, since that is occurring locally,
and will be taking a more in-depth look at it)

Add the missing bug numbers to BUG=? Then LGTM.
