Fix WebRTC logging so that logs from libpeerconnection make it to the log.

add a todo to change the name of InitDiagnosticLoggingDelegateFunction to just
InitDiagnosticLoggingDelegate or even InitDiagnosticLogging.  That'll make this
type name a little better.
