Move more methods from LocalDOMWindow to DOMWindow.

Move more methods from LocalDOMWindow to DOMWindow.

This is in preparation for changing Window.idl ImplementedAs to
DOMWindow. These should be the remainder of the methods needed by V8
bindings.
