Add some necessary configuration_policy gyp conditions

Add some necessary configuration_policy gyp conditions

These targets are defined inside a condition, so their
usage must clearly be inside the same condition.

FWIW, src/chrome/chromeos.gyp and src/chrome/chrome_browser_chromeos.gypi appear
to have the same issue, so you may want to (in a separate CL) fix those as well.

Those aren't causing me trouble (when compiling opera), so chances are I won't
get around to fixing those.
