Move wtl from chrome/third_party to third_party/. This...

Move wtl from chrome/third_party to third_party/.  This
breaks dependencies on chrome from webkit, app, views
and base.

I don't know why the A+ third_party/wtl isn't showing up.  It shows up in my gcl
changes output.  The add also doesn't seem to show up when running gcl try, so
the trybots are failing.

If you want, I can svn cp the directory first, then send a separate change to
delete + modify the gyp files.

Heh, I haven't actually tried.  I'm going to do a svn cp and then run some try
jobs.
