I don't think this is the right long-term approach. Can we remove the #ifdefs
from fullscreen_controller.cc and make an interface on BrowserWindow that works
in all build configurations?

Looks tricky, I think we will need to do it in a separate CL.
I have removed this change (and the gyp change) from the patch.
