Remove Virtual Terminal Manager.

VT is disabled with Freon. VTM is not really needed anymore and thus removing this.

While trying to set up my development env with Chromium + Ozone-GBM + ChromeOS
combination on my Linux distribution, my system became unusable when I tried to
exit from Chromium browser (Needed to restart). Disabling VT manager solved the
problem partly,  I could now switch to other VT on my system. I haven't looked
at the issue completely but realized VT is disabled on ChromeOS(Freon) and
thought it might be useful to be able to disable this functionality as needed.

I didn't find anything which needs an update in BUILD.gn file (src/BUILD.gn).
Any pointers?

virtual_terminal_manager.* needs be be removed from
ui/ozone/platform/dri/BUILD.gn
