Hi Ken, can you take a look?

This is a first pass, it only moves the code to extensions and creates necessary
chrome delegates. Some parts of the api still don't work in app_shell, it'll
need a specific delegate that I'll add in a future patch (and some functions may
just not be supported because they don't make sense).
