Disable AcceptEx on Win32 Apache

Disable AcceptEx on Win32 Apache

Some layout tests time out since the switch to apache server, with
AcceptEx failures logged on error log. This may fix the issue.

The reason for reverting is: It was not the culprit of the serviceworker test
flakiness..
