I commented out this check since GURL::GetOrigin() always returns origins that
end with '/'.  I could just remove the trailing '/' instead of this, though it
feels the two classes should be  consistent for this.  This won't be necessary
if we switch FrameReplicationState to use GURL or another class to track origins
instead of url::Origin.

Undone, this is no longer necessary given that Blink is now sending us the
serialized origin.  And actually, not having the '/' at the end was correct per
RFC 6454.
