You may want to check in with Robert.  I think you might be able to call this
16.  If I understood correctly, we're sort of straddling 15 and 16 right now
with a backward compatibility bit, and Robert was going to make some bigger
changes before settling on a non-forward-compatible change from 15 to 16.
