The only sadness with this patch is that there are three ref tests that no
longer pass, due to Skia differences in rasterizing.  Two of them are
opacity-related, where pixels are off-by-one in each component when doing
blending with impl-side painting, possibly because it's going through SkPicture
or something else.  Skia folks are not interested in making blending consistent
through all of their paths, which makes a lot of sense since it's really just a
precision issue and not a correctness one.  The end result is that it means that
ref tests don't always work, and I've changed these ref tests to pixel tests
here, butfelt sad about it.

There are a couple of other non-381919 issues that start failing when impl-side
painting is turned on that other folks (jbroman for text, junov for canvas) are
looking into that I just marked as failing here as well.
