Sorry for the confusion. I meant why is linux_chromium_rel_ng and
win_chromium_rel_ng do not replace linux_chromium_rel and win_chromium_rel
respectively?

Same reason as other removals in this CL: ng bots are in the top-level
PRESUBMIT, I don't see a need to duplicate that here.
