Fix bug where if we get an exception an no output we don't hang. Change-Id: I9b1b7c8ba2d4be73780e62bf8869120d32d75c8b BUG= TEST=Ran it with failing pregenerate step, saw it come back. Committed: http://chrome-svn/viewvc/chromeos?view=rev&revision=b333565
