[Android] Adding MIPS64 target to gyp_webview

This change enables creation of webview Android
make files for MIPS64.

Does the MIPS64 build actually compile successfully? If this lands, then MIPS64
builds of android will start compiling webview (because the include in
Android.mk is based simply on whether the makefiles exist) and thus anything in
chromium that doesn't compile will break building android on mips64...

Actually, there is one more change in webrtc which we wait to be merged.

With that change applied webview compiles successfully for MIPS64.
