Use gypi form of blink_skia_config.

Use gypi form of blink_skia_config.

The file blink_skia_config.gyp is changing to a gypi.
This allows easier sharing between the gyp and gn build systems.

This will fix our gn build so that gn builds will also reflect changes to the
Blink side defines. This can be committed after
https://codereview.chromium.org/671323002/ lands and that commit rolls into
Chromium.

LGTM - however, the previous commit to set up the gypi also removed an extant
define for SK_DEFERRED_CANVAS_USES_FACTORIES - was that intended?

This creates a logical cycle between modules - blink depends directly on both
//third_party/skia and //skia to work, but now //skia reaches in to blink for
configuration files.  This is not ideal - can you please resolve this in a way
that doesn't create cycles?  Perhaps have the configuration file live here and
be consumed by blink instead?

Thanks for pointing that out, James. Did we *introduce* a new circularity here,
or was it already there (via the .gyp) and it just became more apparent when we
changed .gyp to .gypi for .gn support?

I'm not sure.  Either way, this is a bad dependency.  Can you fix it?
