Sadrul, can you please take a look?

If we actually want to implement the scroll end effect, it is easy enough to
bring back the stub code. However, I really doubt that we will implement it in
the coming year given how much work Athena is.

Removing ScrollEndEffectController makes removing the dependency of Athena on
Ash slightly easier.
