Telemetry: Update the user agent version.

The version was so old that recording some modern web pages failed.

Telemetry people; is updating the user agent this simple, or will something
likely break?

Idk based on what methodology was used for coming up with the previous user
agent strings; e.g., why the WebKit version was different..

I'm pretty sure this'll just work (although there might be a unittest to
update). In any case, I don't know of a better way to test it other than to let
it hit the waterfall.
