Sort out mcasas@ as OWNER of files

From [1]:
"Filename globs follow the simple UNIX shell conventions
("*" and "?" are supported), and relative and absolute
paths are not allowed (globs may only refer to the files
in the current directory)."

So I'm pushing my name to the appropriate new
OWNERS file.
