Change SecurityOrigin from ThreadSafeRefCounted to RefCounted

Change SecurityOrigin from ThreadSafeRefCounted to RefCounted

SecurityOrigin should be thread-local and therefore RefCounted.

As you mentioned in https://codereview.chromium.org/578283002/, SecurityOrigin
should be RefCounted.

When we make SecurityOrigin RefCounted, ThreadRestrictionVerifier is enabled in
Debug build for SecurityOrigin.
After https://codereview.chromium.org/583903003/, I don't find any
ThreadRestrictionVerifier assert failure of SecurityOrigin when I ran
LayoutTests several times.

I built with TSan and ran webkit_unit_tests and Layout Tests, 
looked at TSan warnings which contains "SecurityOrigin" in their reported
stacks,
but I found no suspicious warnings directly related to SecurityOrigin.
