Added histograms for newly added use counters.

Following https://codereview.chromium.org/649183007/ , I've updated the
histograms file on the Chrome side.

already been added on ToT.

Yeah, rebased now after manually git pulling (my sync scripts already include
git pulling, but they seem to be overridden by "gclient sync". Oh well)
