Add WebRuntimeFeatures::enableCSSViewport() feature

Add WebRuntimeFeatures::enableCSSViewport() feature

Add WebRuntimeFeatures::enableCSSViewport() method that should substitute the unfortunately named 'WebRuntimeFeatures::setCSSViewportEnabled()'.
