Add README.md file

Add basic info. This file is automatically displayed on GitHub, and is
kind of de-facto standard for project documentation.

(An `.editorconfig` file would be nice as well, IMHO.)

I'm not against adding a README.md.

I am concerned, however, about adding yet another copy of existing text. It is
inevitable that descriptions become outdated and as copies get fixed
individually, they'll diverge. As an example, regarding the version of
ECMAScript that V8 implements, with this CL:
- https://developers.google.com/v8/ says "ES3"
- https://code.google.com/p/v8/ says "ES5"
- README.md says "ES5 and parts of ES6"

We used to have a similar problem with build/README.txt, and fixed it by having
the file simply point to the wiki. I'd argue that if we add README.md, rather
than copy-pasting documentation found elsewhere, it should just point to the
source of truth (or become the source of truth and have everyone else refer to
it).
