Re-enable WebView tests

Re-enable WebView tests

These WebView tests were incorrectly disabled.

These tests were disabled for WebView, but they shouldn't have. Locally both of
these tests do actually work, and they were originally reported for wrong
reasons. The "empty surface stat data" is a real bug occurring on many tests
(however *not* on blink_perf.canvas as claimed when disabling this test) and is
being tracked at cr.bug/422362
