Tighten finch check a bit so that the missing trial is treated as disable.

Added NoFinchNoService test to cover the case. Also moved the two tests from
EasyUnlockServiceTest to EasyUnlockServiceFinchEnabledTest because the feature
is bound with explicit finch config now.
