since this names a value in a dict specific to the variations_seed_signature
incident type, the "IncidentKey" suffix is superfluous. i propose either
"VariationsSeedSignature" or "variations_seed_signature". i lean toward the
latter since it's more consistent with the way preferences are named in
Chromium.
