I'm using this flag to prevent early UpdateAfterLoginStatusChange call that
updates UI according to user type.
I chrome crashes it's restarted. TrayDelegate is recreated, then gets
NOTIFICATION_SESSION_STARTED, then UpdateAfterLoginStatusChange calls update UI
if necessary.
