I change the field trial control to a more flexible version and integrate it
with the new predictive network actions unified preference. ptal.

Can you take a look at the logics?

Bence:
Can you check if current version follows the rules of the predictive network
preference? The test is FieldTrialPrefetchingDisabledByNetwork in
resource_prefetch_common_unittest.cc.
