Roll to Android SDK 19 and build-tools 19.0.0.

This is one potential reason we may need 18. When we rolled from 17 to 18,
webview needed to stay on 17 and that's why we kept both versions around.

Later the webview guys brought it over to 18. I don't anticipate rolling webview
to 19 will be a problem, but we have 18 lying around if it breaks webview. If
not, I'll proceed with the roll by removing android-18 and build-tools 18.*

There's also all the targetSdkVersions in AndroidManifest.xml files but those
can cause changes to behaviour so it's good split out.
