Clean up windows XP/Vista blacklist entry.

1) Consolidate WinXP and Vista blacklist entries
2) Get rid of 2007-2009 driver range for supported Windows

Original failures that got this CL reverted is browser tests that expect WebGL
etc to be there on XP/Vista bots.

I added the osmesa exception in hope that this would be the trick to enable them
on bots in XP/Vista platforms.

Since we don't have try bots for XP/Vista, I can't verify.

If it still fails and get this CL reverted, I'll have to disable these tests on
XP/Vista explicitly.
