[NaCl SDK] Turn off parallel GYP when building nacl_sdk.

This will make it easier to drover a change to the 1700 branch, instead of
having to branch native_client to get the real fix (r12324).

Why not just commit this directly to 32 and not to main at all?

Because landing a change to a branch is a pain. I can't figure out how to make
the submodule workflow w/ branches work with "git cl upload". I could do another
Chrome branch checkout, just to land this change, but I figured it would be
easier to drover it from trunk (and it isn't dangerous to land on trunk anyway).
