Disable failing tests for Site Isolation FYI builders

Disable failing tests for Site Isolation FYI builders.

These tests currently fail when run in --site-per-process mode.  They will be reenabled gradually as we do more work on site isolation.

I'm a bit confused: are you saying this file is also generated by
chromium_fyi.py?  I thought it was some sort of dynamic test config in a
different part of the tree, and when ajwong@ added the "--site-per-process" flag
to pass to tests, he just added it to that file without changing the recipe:

Does this mean that this approach for passing --site-per-process is also wrong?

Oh, whoops. I'm sorry, I totally misread this patch; I didn't even notice this
was a src/ change.
