If you want to move the histogram to the public repo, please create one CL to
move the exact code that is in google3, and a separate CL to make changes to the
histogram (i.e. claim ownership and add enum items).  This helps keep the
revision history clearer.

Alright, I'll update this CL to add just what is being removed from google3, and
then create a separate CL.
