After patches are applied and conflicts resolved, our ftoptions.h file matches
the one in precise. As a result, we can remove it now (I think I added it at
some point).

The change lgtm, but landing this will cause the layout tests to explode. How do
you plan to deal with that?

I'm planning on coordinating with a sheriff to close the tree, land this and
rebaseline, then re-open. Once this lands and until the new baselines are up,
we're rather blind. On the other hand https://codereview.chromium.org/616063002
just did almost this many for the Mac using TestExpectations, and I'm going to
have to wait until that blows over first.
