Introduct git-auto-svn

This tool can automatically set up the necessary git-svn metadata for our
repos that live in SVN but are mirrored to Chrome.

So, the modifications in files are just PEP8-ing. Is that a considered a good
thing in infra?

I'm assuming if you tell it to be origin/foobar, this will be origin/foobar

Whoops. I can delete all the comments in a followup CL. They were nice before we
had man pages, but are useless now.

Yes, it's whatever git2.root() says it should be.

Yeah I know, but this seemed like a relevant place to expose them, and they're
not likely to change in the near future.
