Disable ExternallyConnectableMessagingTest.WebConnectableWithEmptyTlsChannelIdAndClosedBackgroundPage on Linux official bot.

This test fails intermittently on official Linux bot with TIMED OUT error. See http://crbug.com/315264 for more details.
