GetUILanguageList should correctly handle locale aliases.

GetUILanguageList didn't check for locale aliases when resolving input
method languages. This patch fixes it.

The reason for reverting is:

IO-only was called from a thread that disallows IO!  If this thread really
should be allowed to make IO calls, adjust the call to
