Added web-animations-js to third_party/web-animations-js.

Added web-animations-js to third_party/web-animations-js.

An emulator of the Web Animations specification. Web Animations is a new
specification for animated content on the web. It's being developed as a W3C
specification as part of the CSS and SVG working groups.

Used as a dependency of Polymer framework.

This line should not be changed, because it is a part of Apache licence.
Particularly it is  a part of "APPENDIX: How to apply the Apache License to your
work." A code owner should add this header (with filled placeholders) to his
files that are licensed under Apache 2.0. As you can see web-animations.js has
this header with the fields filled correctly: "Copyright 2012 Google Inc. All
Rights Reserved."

Web Animations doesn't have any versions or tags.
