Remove ExtensionAPIClient::IsWebViewRequest

Remove ExtensionAPIClient::IsWebViewRequest

This is a silly remnant of the extensions refactor. We go to chrome to go
back to extensions. This removes this API and calls IsWebViewRequest directly.
