Why you reverted Enter/Exit change? Was there any issue? Sorry if it sounded
like I didn't like Enter/Exit split (I'm fine with it).

There is no reason to making the Enter/Exit change at this point. I made the
change to distinguish that EnterImmersiveFullscreen() and ExitFullscreen() are
different. In particular, ExitFullscreen() always exits fullscreen regardless of
the type while EnterImmersiveFullscreen() only enters immersive fullscreen.
