This increases verbosity at the two construction sites a little bit, but will
make the refactorings of the Notification class a lot easier.

I also addresses a minor TODO left in Jun's name.

What do you think?

(Together with https://codereview.chromium.org/554213003/, this would bring us
down to a single non-copy constructor.)
