NaCl: Update revision in DEPS, r13746 -> r13748

This pulls in the following Native Client changes:

r13747: (dschuff) Fix toolchain build and sandboxed translation tests on FYI bots
r13748: (thakis) Pass -std=gnu++0x in build_nexe.py.
