Move ui:unittests target into ui/base/BUILD.gn

Move ui:unittests target into ui/base/BUILD.gn

With commit 2148b92f9cc676bf2b64dc7e47ef65daac393031, ui_unittests is now in
ui/base/ui_base_tests.gyp.

To mirror this change in GN, we moved the unittests target into
ui/base/BUILD.gn

it builds everything. The stuff in root is just to seed the list. Since there's
a reference to the BUILD.gn file in the Android build (both in this root file
and elsewhere), it finds your target and then adds it to the build.

I'd remove the exclusion from the root build file, and just put an if
(!is_android) block (with a TODO(GYP) annotation) around the target.
