Normally, I'm a fan of standalone delegate classes, but in this case is it
really worth having a separate header file (and separating it from
MojoBootstrap)?

(Unless there's a compelling reason, I'd just have this as an inner class of
MojoBootstrap.)

Made it an inner class.
I hoped it help to hide some dependency from ipc_channel_mojo.h in
ipc_mojo_bootstrap.h but it didn't work well :-/
