sky: PTAL for chrome_browser_main. The MetricsService instance is already
accessed above in this method and, as such, should be safe to access here.

asvitkine: PTAL for metrics_service.{cc,h}

In http://crrev.com/412398 I intend to introduce more complexity in this method.
I'm increasing the encapsulation by not accepting the local_state parameter
here.
